Vistra engaged with multiple experts, including battery experts, fire experts, and local officials to create a site emergency response and emergency action plan for its Moss Landing 300-MW battery energy storage facility.  This plan, created in 2022, complies with the State of California’s SB 38, enacted in 2023.
